They have pretty much had a blank check already. $360B in total aid received from all countries, and that estimate is extremely conservative because some countries decrease the value of items because they are older, and I highly doubt those estimates include the thousands of hours of Intel we have been providing them as well as billing for the tech used getting that Intel.
