One of our best friend's son is in the Navy. He is married with a little son. He just posted a picture of himself and his wife next to a new car. I am very happy for the guy.

I'm unclear as to this being necessary. It's a talking point, but once the money is appropriated, it's my understanding that it is in the power of the executive to use as deemed necessary.
