It is "Letters of Marque (and Reprisal)"

Letters of Marque have normally been issued to authorize seizure of the flagged vessels of an enemy nation. Is the concept even applicable to the unflagged criminal vessels operating out of Venezuela?

Additionally, the "compensation" under a letter of marque was normally an award of the vessel and its cargo. The vessels here are not worth much (in terms relative to the effort involved to seize them), and it seems unlikely that the US will be awarding tons of illegal drugs to Blackwater.

So, what is the financial incentive for the "privateer" under this plan?

This is exactly what Trump is using as legal justification. The drug boats are no different than pirates under maritime law. Bunk and Roger the Cuck can cry all they want but it’s perfectly legal.

They should open it up domestically and make any drug dealer fair game. Turn in any seized drugs for destruction and keep any seized cash.

As long as the Letter of Marque is issued by the US Government, and specifically noting its purpose, you are acting as an Agent of the United States, and is recognized by Authorities in the Caribbean for acting in non-Territorial waters. No Marque, you're a Pirate

Let me tell you that pirateering in the Caribbean the last thirty years has gotten more difficult. Used to be you’d shoot about a hundred yards out and not worry about anyone surviving. In the last 12 years boats have at least one point near the hull egress that is pretty much bulletproof. Ship builders have told the big boss it’s accidental and due to new regs from the fed government. Great example of gov overreach affecting private enterprise.
