In exchange, the citizens who don’t work are sent out.
Jose who is fixing a roof can stay. The welfare queens can be deported instead.

The pathway to legal residence in the United States should begin and end at the US Embassy in the prospective emigree's home nation. If you're caught here illegally, you should be treated like an enemy combatant.

Maybe issue Jose a work permit that must be renewed and is conditioned upon proof of employment. But go ahead and trade that for exiling the people on welfare who aren't working. Try to ship the permanently homeless out as well (unemployed, drug addicted, crazy people who will never transition back to normality).
