I think it's pretty safe to assume there was at least some metal illness at play here. But man if that was my kid I would have gone berserk on that guy

He probably stole the bike from that Walmart and rode it back to ride around in the same Walmart as a “looks at me!” because that’s what these people do.

Sure... if you define mental illness as low IQ, low impulse control, high cruelty. Would be a LOT of people that fall under that umbrella- maybe even 11-13% of the population.

Psychotic sociopath, and likely a hate-filled racist. Like that train guy that stabbed the young woman and any predator, they pick on the weak. Had this been my Wife and her grandchild, that guy would have had a full blown, serious harm attack on his body. I'd have probably snapped his neck before I woke up back in reality. Sadly so.
This guy needs to be incarcerated and get the CCP version of 'rehabilitation' prison. I've long admired their very effective way of dealing with essentially unfixable individuals, toward protecting the good folk. 24-7 indoctrination or societal responsibility and discipline.
The Freedoms and Rights in our System have become suicidal principles which circumvent the very security and prosperity of the which they were designed to promote and secure. Go figure.
