absoutly no immigrant, refugee or whatever legal entrant into the USA should ever be allowed to live off any government handout. if you cannot get a job, especially in an economy with mote job openings than people on welfare, you do not belong in this country. only immigranys who are a net benifit to out society should be allowed.
