The proposed rule, titled “Weighted Selection Process for Registrants and Petitioners Seeking to File Cap-Subject H-1B Petitions”, would replace the current random lottery for 85,000 annual H-1B visas with a system that gives priority to higher-wage positions. Registrations for unique beneficiaries would be entered into a weighted selection pool based on wage levels, with the highest-wage positions having the greatest odds of selection. The plan also covers the advanced degree exemption and provides procedures for registration system suspensions.

The H-1B visa program allows U.S. employers to hire foreign workers for specialty occupations requiring at least a bachelor’s degree. Under current law, 65,000 visas are available annually, with an additional 20,000 for workers holding U.S. master’s degrees or higher. DHS says the reform aims to incentivize employers to offer higher wages and hire more skilled workers, while maintaining opportunities at all wage levels.

The change is part of an ongoing effort from the Trump administration to prioritize higher-paid foreign talent, despite recent comments that appear to be at odds with the president’s policy reforms.

Trump recently told Fox News host Laura Ingraham, “[Americans] don’t have certain talents, and people have to learn. You can’t take people off an unemployment line and say, ‘I’m going to put you into a factory where we are going to make missiles,” while defending his continuation of the H-1B visa program, The Dallas Express reported.

Anyone who has ever worked with HB1s know that it is rampant with fraud and abuse. It only takes one Indian to get into a leadership position and they will never hire a non-indian ever again.

If you read some of the comments that were submitted it's all "Saar..it's very important to keep H1Bs saar."

It should be a minimum 200% salary floor for any H1B if they were really so vital.

Sounds like this is prioritizing to select more educated and skilled foreign workers and not low IQ worker bee ones

This should help prevent companies from eliminating American workers for cheap foreign labor at the entry level positions while still allowing skilled workers to come and fill the gaps where needed

All H1Bs should be deported and there should be investigations into every company that used them. He people and CEOs should end up in cuffs over any slight violation

There should be no H1B system. It should be removed along with all H1B hires

It needs to be ended entirely. Consultancies like Tata, Cognizant and Wipro will continue to find loopholes

It will, but that won't stop the whiners.

Trump is reforming H1Bs as best he can as the President. Congress needs to remove the H1Bs, but this won't stop the whiners from blaming Trump.

Trump is already having an impact, but the whiners don't want to believe it.

My company has offices in India. I talked to a coworker who has been trying to come to America for a few years. He was finally accepted into a Master's program, but he decided not to go. The reason is that he wasn't confident he could get a job after graduation. He even turned down Canada because he really wants the US, but he is suspending that dream due to Trump's H1B policy.

All of his friends here are currently struggling to find jobs, because no one wants to pay a $100k fee for a recent graduate. He said he is hearing similar stories all over.

Trump is making an impact that benefits Americans, but conservatives will bitch unless they get everything their way immediately. H1Bs haven't been completely stopped by Trump, so conservative logic says nothing is happening.

If you provide examples of Trump's H1B policies having a positive impact, the whiners will ignore it. They don't know anyone actually trying to work the H1B process, so they will only believe evidence that supports their preconceived opinion.
