How would you set up the NIL structure?

Salary cap? Trades? Can you cut a player and bring in another?

Every player gets a cut of the collective. A players cut is a function of player rating, spot on depth chart, actual playing time, and years in the program.

1st I'd change the rules at the NCAA level.
Make the letter of commitment a 3-year exclusive contract with a 4th and 5th year option. A player can transfer but has to sit 1 year if they do.
Guarantee the players a full scholarship for the duration of the contract regardless of injury/status.

I’d give NIL to the best who can legitimately get the ad deals approved through Deloitte, then fill out the roster with Rev Share.

Yeah some function of the ability to get actual brand and advertisement deals should go to those who can do that (popularity), and pay everyone a base through Rev Share. Everyone equates to every person on the opening day roster.

First, there is no "NIL" structure even in pro sports. Nike, State Farm, etc can pay athletes whatever they want to use their NIL in marketing their business.
First, you have to have a "salary". College sports doesn't have that. Second, the employees and employers would have to agree to a cap. The league/NCAA can't unilaterally institute one. The NFL has a cap because the players/owners agreed to it. MLB doesn't because there is no such agreement.

Any person can get paid from anyone for the use of their name, image, or likeness. Nothing anyone can legally do to stop it. I would institute very strict recruiting rules in college sports. Any appearance of using NIL to recruit a high school player or a current player from another school would carry a heavy penalty. Any involvement from anyone associated with the university in setting up a NIL deal is a strict violation. I know it would be hard to police but, not impossible.

When a player is signed he must stay at the university for two years. After the second year he has one free transfer. After that you have to sit a year. NIL money is at the player's ability to perform and earn according to his skill set.

A performance based NIL would be good, a base pay with bonus based on performance. Can you imagine if them baws got 10G's for a sack?
