This is one of the dumbest MAGA talking points, which is saying something.
How does India help with training skilled workers in these areas? Where is India's advanced manufacturing industry? Advanced microchip sector? They don't exist, and that's the training Trump is referencing.

Someone explain to me why the Trump admin raided the Hyundai plant in Georgia. The Georgia governor had to basically fly to South Korea and apologize.

Some workers came on travel visas and you are not allowed to work while on a travel visa while others overstayed their visas.

yep. 100%. But this is because these companies were promised access for their foreign workers to commission the sites and train US workers.
So, what are they supposed to do when they are ready to commission the factory, but their H1B (or whatever visa it might be) has been held up for 2 years? They broke the immigration law because the US broke its promises to these companies. We have to fix this
