That is an extremely biased way of working the statistics. (If accurate at all.)
So if there are 2 citizens in the US who immigrated from Vatican City, and one gets food stamps, than, according to this chart, that demographic would lead the nation in food stamps with a 50% rate.
This manner of presenting the stats is to mask the raw numbers within each demographic that receives food stamps.

Per Capita is the only fair way to present the data because each demographic group is not equally represented in the population.
Raw numbers would only work if groups are equally represented, like this:
25% white
25% black
25% Hispanic
26% Asian

The chart says that 45.6% of the Afghan immigrants in America receive food stamps. The total Afghan immigrant population is 132,500, meaning that (according to the chart) approximately 60,420 receive food stamps. This particular immigrant population is here mostly because they risked their lives assisting US troops when they were in Afghanistan.
So 16,200,000 white people versus 60,420 Afghans. And according to the way the chart presents the data, the Afghan group is at the top of the list and the white population is almost at the bottom.

Out of 200 people, 55 are on assistance, roughly 84% of which are NOT WHITES.
