If you know anything about Federal Contracting, you know set-asides are completely out of control. The prime only has to control a percentage of the work, so you can have a disabled, minority woman owned company win anything they go for, then simply sub out the majority of the work to a bigger company.

As someone who unfortunately deals with them quite often, they are completely miserable to deal with and usually cost the Government more money when all is said and done.

8(a) contractors have been around for a while, so this is no surprise.
The government agencies are required to spend a certain percentage on minority/disabled/disabled veteran, native Americans, native Samoan, native Hawaiian and veteran small business contractors.
They get close to the end of the fiscal year and have to spend it or lose it from their budget. If they haven't met their set-asides for 8(a) they need to push the money through an 8(a), who typically will get the cost of having a normal contractor with all the staffing and suppliers and credit from the contractor, then add in a markup of 10% to 25% on top for handling the paperwork and transactions.
If they stop the 8(a) program, tens of thousands of small businesses will fail. Whether that is beneficial to the economy to cut out the extra cost to the government or detrimental to the economy for reducing hundreds of thousands of private sector jobs, I can't judge. Probably something like IBM's WatsonX AI could crunch the numbers and deliver a verdict.
