It's funny what actually policing areas will do.
Jacksonville is a funny test case for 2A. You have areas in west Jacksonville where a bunch of active military and vets live, and the violent crime is lower in those areas than it is in areas with a similar black population but far fewer vets and military.

I remember watching the Ferguson Riots on CNN.. A reporter was talking about how they heard Gunshots while on commercial break... But said and I quote:
"We heard gunfire, but that's Normal for this area."

It's the same for every major city. You have probably 5% of the black population committing 99% of the crime, ruining everything for the normal 95%, who just want to live their lives.
Crack down hard on the repeat offenders and you could clean up all those cities, like El Salvador did by locking all their gang members in prison.

People forget the fact that regardless of crime statistics, the majority of black citizens are law abiding and have to live in these rough neighborhoods due to low income. They’re still just people trying to make it in life and want their neighborhoods to be safe, their kids safe, and their kids not get dragged into gangs, drugs and violence.
