To add context, and based on a previous article from the day the body was found, the head was found 100ft away from the body.

A bunch of homeless people found a rotted corpse and didn't want to be blamed for the murder so they popped the dudes head off before the cops got there to prove they just found it.

i mean we're likely dealing with meth or crack heads here. there likely isnt any sense in their reasoning.
