It’s all based on a rumor from Daniel Richtman that they auditioned males and females for the role. I don’t think anything else has been announced.

Hard to believe they’d cast a woman villain of this magnitude. If it is a woman, she’ll be the victim of some straight white male to justify her evil.

I'm sure they're torn. They want to do the gender (and/or race) swap just by instinct. On the other hand, they're making a woman the overarching villain in case of Voldemort. Perhaps the prestige of the role might override that latter concern.

Exactly - they'll have to bend over backward to tell a Cruella or Wicked type backstory to justify (or explain away) the villain's evil actions.
They don't have to do that if they keep the villains predictable male, pale and stale (and preferably conservative).
