The strategy should be - Blue Cities in Red States - Memphis, New Orleans, Baton Rouge, Indianapolis, KC, St. Louis, Cleveland - make huge improvements there, publicize that and then challenge the Blue States to come to the WH and ask - nicely, pretty please, with sugar on top.

South Memphis and the Fraser area is where most of the crime happens.....a surprising amount in Cordova as well.

Anecdotal, but relevant: I work for a construction firm that handles maintenance and remodeling nationally for Walmart and Sam’s distribution centers. We have been to Memphis twice in the past calendar year to patch up bullet holes (high caliber at that) on a section of exterior walls that face a patch of woods right next to the hood.
Last year our guys put 3/4” plywood on the inside of the Sam’s dc in Memphis. What the natives are shooting all willy nilly is going through r-panel metal sheeting, insulation/purlins/etc., passing through the plywood and into associated working areas. The employees are scared for their lives.
We are now working with management to establish either a block wall or ballistic fencing around the entire distribution center. Previously, we have had to install new fencing and fix crawl holes in the exterior walls where people were breaking in and stealing merchandise off pallets. I’ve suggested that they build a new dc in a safer area but nobody has taken that suggestion to heart yet. Maybe a dead associate or two will drive it home.
Suffice to say, they don’t have this issue in rural dc’s in Kansas or farmerland Illinois.
