It's code for her saying you will not be a priority and will have to fit in whatever arbitrary windows of time she decides on that week. Also used as an excuse for ghosting, like someone said.
ETA: In a weird inverse corollary to Hanlon's Razor, assume the most malicious reason for a fairly innocent statement when dealing with online dating.
