This doesn't seem like a big out of left field shocker, it certainly seems aligned with the greater MAHA movement in the administration.

Again, he's not saying it's a bad thing. He's saying that a huge portion of America will perceive it as being a bad thing.
If that's not self-evident to you, I don't know what to tell you.
It wasn't a bad thing for Michelle Obama to try to use her influence to improve the nutritional quality of school lunches, on the same theory that this is not a bad thing. But it sure upset people. This will too.
Not only did it upset people, it probably upset people who are posting on this very thread lauding Trump for basically doing the same thing.
