The high court ruled late Wednesday in favor of a French Quarter restaurant owner and a property owner who argued that Mayor LaToya Cantrell arbitrarily terminated IV Waste's existing $6.2 million emergency contract and improperly substituted Henry Consulting at a greater expense.

The court found plaintiffs Daniel Conwill and Maria Costopoulos "raised significant legal questions" about the $8.3 million Henry Consulting contract, which Cantrell awarded without soliciting bids.

The ruling overturned two lower court rulings that allowed Henry's contract to proceed. Instead, IV Waste will continue to handle pickups in the French Quarter for at least the next month at a cost of $459,000, under a new contract with the French Quarter Management District.

IMO this is the root of the problem right here. The contracting party is just the straw man to get the contract. It's all a front.

If you're signing a $6.2 MILLION contract, you better be able to do the work yourself. These contracts should ban subcontractors. That move alone would knock out 90% of the corruption from these city contracts.

So - why couldn't Richard's Disposal just do the work for a price more competitive to what Sidney Torres was offering? Why is Henry Consulting even involved? Like you said - it's all a front.

This plus the Wisner stuff to me is about as much as you can prove without actual evidence that she’s getting kickbacks.

What city official willingly costs their city more or turns away free money if they aren’t personally benefitting from it?

IV Waste wins a bid for 6.2 million. Then that contract is terminated in favor of a new deal with Henry Consulting that is 2.1 million more. Henry Consulting is not a waste disposal company - they then sub out the newly awarded contract to IV Waste's competitor Richard's Disposal. This is some crazy shite.

A lot of gov contracts have set percentages of work that can be performed by subs. It'd be interesting to see what if any parameters were in this contact.

I'm not sure how any other conclusion can be drawn. I can't think of anything even remotely plausible other than corruption for this to have happened the way it did. And then to learn Henry was subbing it out anyway after taking a cut. Either all of these people are incredibly stupid or they know they're just untouchable.
