As an executive order, it won't have any real world effect in this case. Because there's no government agency designed to enforce this.
I believe the settlement has some aspects built into it already, but there are other things here that would need a law of some sort to be actionable.

Well it’s not just a wish.
In this case he’s directing the Labor dept to get involved federally and enforce this via regulation.
It’s akin to past EOs directing the EPA or other regulatory bodies to act on their markets.
This could get struck down in court, but in the meantime it does technically have some effect.
As for enforcement.. I think that’s a long shot. I don’t know who you would fine in this case if their is infractions. Fine the player accepting the NIL deal or the company? Both?

If he really wanted to save college sports, amend title IX to exclude football from the scholarship allotment and bring back lost mens college sports.

Sorry, I oversimplified. Executive orders direct the executive branch on how it operates. It can create new departments, change staffing, direct people on how they should interpret and act in relation to laws. Tariffs (at least in some cases) are an example of this, you're absolutely correct.
But they are not laws. You cannot be arrested for ignoring an executive order unless there is a law (passed by congress or some some other locality) that you're violating.
In this case, if someone decided to pay someone to play, there's nothing this executive order could do to stop it.
That said, there are some binding agreements in the new settlement that cover some of the intent of this executive order (or at least, this EO can leverage the settlement to affect, but not all of it - those would require congress to pass law(s). Or (as is happening, but inconsistently) states.

Oh and yes, the Labor Department can get involved as well, but only to an extent (legally). Especially if you're explicitly saying the players are NOT employees.
