Not sure of the exact percentage but the State Dept. has, historically, been staffed by alums from the Ivy League. Many of whom are also "legacy appointees", i.e. as in following in their fathers' footsteps. It is one of the most liberal / woke Federal agencies in D.C. Obama placed 100's young liberals in intern positions, to where they are now in supervisory / management positions. As for Russia, China & N. Korea being happy about the staff reductions.....why? Point being the current State Dept. is strongly anti these countries? B.S.
