Does LSU honor TOPS after deciding to one year out of state?

My daughter (in Louisiana) will be a senior this August and is considering Arkansas. They pay 90% of your tuition if you have a 3.8 GPA or above w/ a good ACT score
&
80% if you have 3.6 w/ a good ACT score.

Of course I’d hope she’d love her experience in Fayetville, but I hear about a lot of out of state kids (not particularly Arkansas kids, just kids who attend out of state colleges), not staying the full 4 years and ultimately returning to their home states. IF that would happen to her, and she’d end up wanting to switch to LSU, would LSU honor TOPS?

per Google, there's a specific Return Out Of State form (ROOS) to be completed and the amount of classes taken out of state will be deducted from TOPS.

so if you did 30 hours out of state, you have 90 hours remaining.

Anyone I know who did this, had to move back home because they failed out. Almost all of them were Ole Miss baws and almost all of them ended up at UNO or Tulane continuing studies. I think they would’ve stayed at ole Miss if they knew how to read.

So in a nutshell eligible hours transfer and then remaining hours are covered by TOPS?

Not sure if it has changed in 20 years, but I started out of state and returned with Tops for the remainder of my degree.

No TOPS would pay everything, but our 23 year old graduated from LSU 2 years ago and our 22 year old will this year, and I guess you could say we are considering a little social experimentation. After this child we have 2 more to go. 5 total.

Depends on grades/act. They pay about half for my daughter…. She had a 3.9 but only like 22 on act… would have been another $1k per semester
With a 23 I believe…

I think they let you get tops within 1 year but not after that. seems like I heard that somewhere but not sure if accurate.

Yes I actually emailed them the other day this exact question. I think it would have to be within the first year but she did not specify…This is response:

In the event that your son decides to transfer back to Louisiana for school, he will need to submit an application to return from an out-of-state college (ROOS App) along with his official final transcript from the school that he is transferring from. Please make note that every semester the student attends college out of state, he will use one semester of TOPS eligibility here in Louisiana. I have attached the ROOS application to this email if you would like to review it.

They pay those percentages for the out-of-state tuition portion only, not the full tuition amount.
