Why is Texas funding and supporting the expansion of mosques in their state?

I watched the vid. That shite's as dumb looking as that haka dance or whatever.
Anyway. I don't know what the law is (if there even is one with shite like this). Does the state have to give Muslims money for Mosques, because maybe they also do it for Christian churches and Jewish temples or whatever else?
Are they doing this because they can't discriminate based on religious identity when it comes to handing out these funds?
