The all important question is WHEN?
I know it’s hard to determine with this large of an investment, but I hate having the feeling that these companies just announce an investment, say it’ll take 10 years and then quietly backtrack once they are no longer pressured.
I’d love to be proven wrong of course.

500 million seems low.
GE Appliance Park has been in Louisville for ages. If you owned a GE appliance in a post WW II world, odds are good it came from there.
