No but he does have the War Powers Act. After going to war the president has to notify Congress within 48 hours after which Congress can authorize the war or not. They have 60 days.

For one, this isn’t war. Secondarily iran can be crushed with a couple drone and air strikes much quicker than what battle was like in the early 2000s.
