How? Farmer and hotel workers are illegals, the mass deportation are scaring them from coming to work. Says he wants to focus on criminals. It seems he will stop targeting jobs sites.

I rather liked his idea of giving amnesty to these places conditioned upon they specifically request and take responsibility for the ones they want to keep.
Not a perfect 'solution', but a workable compromise. There need, of course, to be hard deadlines involved- which if crossed lead to harsh, immediate consequences for the employers.
I wonder what these changes will be, the above that he already floated, or something else entirely.
