Are full tariffs even implemented yet? I thought all of the major ones were paused or substantially decreased to force negotiations

The fact that we are led to believe 2-3% inflation is a good thing is troubling in and of itself. Most of us are not getting yearly raises to offset that amount.

The stated reason is that it's a bit of a sweet spot in managing liquidity to keep the currency from going through strong moves in inflation and deflation (meaning the normal boom/bust cycle of the economy isn't so extreme). The real reason is that it makes debt cheaper (thus easier to service) over time. This is important as the federal government is so ridiculously deep in debt that we'll never recover without some sort of massive crash which forces the government to cut total spending by at least 30%-35% (which means we're really just kicking the fiscal can down the road until we follow it off a cliff).

I've never advocated FOR tarriffs by the way. I'm willing to look at the results and data objectively, however, to see how this plays out. Doesn't seem like you are.
