Louisiana Raises Sports Betting Taxes to Fund D1 Athletics (Funds not NIL Eligible)

This is a massive deal for smaller schools in Louisiana who were absolutely railroaded by the house settlement. Louisiana Tech, ULM and ULL specifically were going to see a reduction in revenue in over $350,000/annually. (Remember that 95% of compensation is going to athletes of P5 programs but Non-P5 programs are footing 60% of the bill). This is going to offset that loss in revenue.

Louisiana lawmakers have sent legislation that hikes the state’s sports betting tax rate to Gov. Jeff Landry, who is expected to sign the measure into law.
House Bill 639 received overwhelming approval from both sides of the Louisiana State Legislature. It first passed the House 74-16 in May before the Senate approved it by a 35-3 vote on Sunday.
The legislation, sponsored by Rep. Neil Riser (R-20), raises the tax rate on Louisiana sports betting from 15% to 21.5%.
One-fourth of tax revenue from sports wagering will be allocated to the Supporting Programs, Opportunities, Resources and Teams (SPORT) Fund to aid student-athletes at in-state schools and universities.
Schools could collect just under $2M a year
Louisiana’s impending change would net the state about $77 million from sports betting each year. SPORT could see just under $20 million annually.
Each of the state's 11 public institutions competing at the Division I level would collect around $1.8 million.
Schools that would receive contributions from the fund include:
Grambling State University
Louisiana State University
Louisiana Tech University
McNeese State University
Nicholls State University
Northwestern State University
Southeastern Louisiana University
Southern University and A&M College
University of Louisiana at Lafayette
University of Louisiana Monroe
The University of New Orleans
SPORT funding could be used to pay for scholarships, insurance, facility and stadium upgrades, and anything else related to the Athletics Department. It cannot, however, be used to pay student-athletes under NIL.
The $1.8 million amount might not be much to a powerhouse institution such as LSU, but it could have a significant impact at smaller programs like UL-Monroe, which had a budget of about $21 million during the 2024-25 fiscal year.
The bill received bipartisan support due to its focus on improving the public education experience in Louisiana. Having more money to spend on athletics could also entice more students, including those paying out-of-state tuition, to get their degrees from Louisiana schools.

These funds should be allocated based upon the % of betting action on each program.

Well you have to win first...

I wondered if this has to do with taxing the operators, not individuals. In Michigan, you're supposed to pay 4.25 to the State on winnings and the casino only has to withhold for feds if you hit an insane number
So, it's mostly an honor system. Maybe Louisiana is more strict about withholding.

Gambling operators are required to withhold 24% of your winnings for federal tax if you win more than $5,000 and the winnings are at least 300 times larger than the wager.

What degenerates are betting UNO, Nicholls, and SE LA?

So because one state school gets more action on a Saturday in the fall they should get a higher percentage of tax revenue than another state school from action on the Super Bowl or Kentucky Derby?

Holy shite, legislation I don't hate. At least at first glance. And from Louisiana!

It does. But the operators will just pass the bill onto individuals by increasing juice on each side and offering fewer bonuses.

Louisiana isn't in the business of pushing any schools other than LSU. So this is less trying to even the playing field, and more dirty, crooked, soulless Louisiana politicians trying to generate more tax revenue from an already heavily taxed, poor populace. frick outta here with this non-sense.

Has aboslutely nothing to do with this:

Regardless of the intent, this bill will solve a math equation a lot of D1 Athletic Departments in Louisiana were having trouble solving.

This narrative is so false.
Non-P5 programs have been subsidized by the P5 via the NCAA for decades now. P5 brands are what make the tournament so valuable, make football so valuable. The Non-P5s were basically getting a subsidy to sign off on rules the P5 wanted and to get around anti-trust concerns.
All the House Settlement is doing is cutting that subsidy.
Non-P5 being entitled to money that their own programs did not generate is crazy.

Just like the Lottery was supposed to all go to Education...right....RIGHT? This tax will not help smaller school. Bookmark, memorize, tattoo it on your fricking Techster forehead. If you think this is anything but a money grab on gambling, you are a complete and utter fool...or a Tech grad.

Was just looking how that 21.5% tax compares to other states. See atleast 4 states tax sports betting at 50% or higher.
If I owned sports betting company I would seriously consider not operating in any of those states. Customers can drive to a different state and I can keep more of my money.

I been saying they got a free ride with things like guarantee games… they make a million dollars from a P5 without having to spend it to compete at that level
