She seems to have deliberately chosen a very neutral, non-threatening statement.

Why do we just take it? Why are we the only country on Earth that operates on behalf of citizens from every nation collecting money in our generous economic system of a country only for them to send the money for free back into the economy of their home country? This HAS to end
