Well, they have been fighting for a long time. I think people forget how devastating a nuclear bomb can be, so if a place on the other side of the world wants to remind us - so be it. It has been 80 years since a nuke was used in a war, maybe if one get used the left wing nut jobs would be reminded we probably should not push for WWIII against Russia.

After looking closely, I'm not so sure it's Russian. I mean - he's at least making proper use of definite and indefinite articles that aren't even used in the Russian language. I was leaning more toward Chinese - but then he's not replacing L's with R's, so I'm at a loss.
