Why don't teams foul the worst free throw shooter before the inbounds?

Just watching Duke game now, UNC down 1 with 4 seconds left. They wait for inbound and foul the Duke player who caught inbound with 92% Free Throw rate. Why not just foul the Center before the inbound to save more time and put worst shooter on the line?

If the refs were calling it honest, that's an intentional foul.

Can you just “foul the center” and get the ball back after he misses?

That sounds like some gay 80s/90s rules.

I wonder if an intentional foul would be called if they make it look unintentional. Block a player as they're breaking the in-bounds formation or run through a screen before the ball is in play.

I’ve wondered why it’s not an intentional foul after the ball is thrown in, the player gets hacked intentionally.

have to be making a play on the ball, that is an intentional foul

If they started doing this, it would make the game exponentially better.
