For anyone wondering as I was, at least according the the logos at the end, it will be available on current and last gen plus Switch and Steam.

Looks like the rumors were correct.
Appears to be releasing day one on Game Pass. Hopefully that means 1+2 will drop soon on Game Pass also.

I’m sure this is a dumb question but I never played these games. What is the “3+4”? Are they re-releasing older games and combining them into one release?

Yes. They're supposedly remastered and with different secret characters than the original releases.

Are these just like 1&2? I picked up that remaster a few years ago and it was fun but I hated having the timer to limit my skateboarding. Do they have any modes with untimed free play?

I will buy this, but I can't help but feel dirty about it considering Activision shuttered the developer of 1+2 and how lazy this release is in general.
At best, this is a remaster of Tony Hawk 3 featuring the maps from Tony Hawk 4.
Realistically, it's a glorified DLC for 1+2.

If I had to review the remaster separately:
3 is fine, but the new goals are absolute arse.
4 is abysmal. The maps are entirely too large for the 3 minute format, and the goals are butchered THPS4 goals. The 3 new maps are trash, like, treyarch 2x levels of bad (rooftops, subway, club). Removing carnival and chicago is a bad choice. Turning Zoo and Kona into comp levels are also a bad choice.
Game is the same engine as 1+2 utilizing the physics of 4, but it's buggy. Overtime doesn't exist in multiplayer. Set custom restart is still gone. Multiplayer is gutted. Endgame is bugged to hell and back.
It's worse than DLC or a map-pack for 1+2. Keep in mind I play reTHAWed and thugpro regularly, so my criticisms are from the eye of a non-casual.

I imagine the agreements to use other IPs have expired.

I'm not necessarily that negative on it, but I do think that they're going to have to switch it up if they decide to remaster THUG 1/2/AW.
That's kind of the issue with releasing these older Tony Hawk games with modern gameplay mechanics. 3+4 looks and feels just like 1+2. I think even if they add the story mode back in, people will complain that the games are too similar.
