The NFL has outsourced the Super Bowl halftime show to Roc Nation since 2019.

Jay Z tried to sign Wayne early in his career, but he low balled lil wayne.
Then several years later, after not having an album in awhile Jay Z releases one and in an interview lil wayne said..
Evidently Jay Z is a bitch and took it personal and lil wayne will never likely be in a super bowl performance as long as Jay Z is deciding on who performs.

I think the girl who accused him and diddy of rape. I am sure he made that happen the same way he got his wife a Grammy for best country music artist of the year, but that's all behind him now.
