This makes a lot more sense. The blanket statement implied the whole agency was getting burned to the ground. It still needs to operate with humans

The quality of people there dropped a lot. They were selecting the wrong people. Howard Hart was complaining about in the early 00s, and it only got worse.

So do we read this as more interest in cartels and less in terrorists?
Because Al qaeda trained over 1000 fighters for a homeland attack on US soil and they're already here.

Semantics.
After 9/11 we stopped worrying about drugs so much and focused purely on terrorism. Our intelligence services have to engage on multiple fronts effectively to protect this country.
Words like buyout, restructuring, and refocusing don't strike a lot of confidence that the CIA is going to have enough arse to keep an eye on Afghanistan.
