While I love the sentiment this is more difficult than it seems:
1. The House and Senate have to disagree on convening or adjournment.
2. A disagreement between the bicameral body has never occurred and the president exercising his constitutional powers in this manner has never occurred.
3. Going this route burns a lot of political capital.
Alternate method would be to make RFK Jr. an Acting appointment for at least 210 days, maybe 300 days depending on if the law considers Trump a “new administration”. Let him wreck shop for 210 days.
