This would be my guess. Rescinding makes all the suits moot. They can rewrite it and make it more clear and then new suits will have to be filed for whatever nonsense new reasons they want to come up with.

This will eventually trigger a ruling from the USSC on the Impound Control Act.

The executive order was the clear.

The OMB was attempting to clarify further and the media and Dems twisted it and confused everything on purpose, so looks like they have just rescinded the OMB guidance but the executive order still stands

I’m sure a new one is on the way

Well, tell Senate Democrats to get the rag out of their asses and confirm Cabinet Secretary Nominees. No Dept within the Federal Government should have a dime to spend as rudderless ships.

I'm guessing they are going to go with more precision. Another thing they can do is require presidential approval for all grants and contracts, which will grind things to a halt and allow them to simply refuse to renew or issue grants and contracts.

It was done very poorly and my guess is the White House lawyers were not confident the injunction would be lifted next week.

To recap:

This was like the blanket hiring freeze. The administration had to partially walk it back after Democrats pointed out that the freeze prevented the hiring of hard to fill positions that provide direct care to veterans.

These Heritage Foundation bros are amateurs. Trump needs to be taking advice from people who have some government experience so his administration doesn't keep on making unforced errors. I predict Elon's "Fork in the Road" stuff at OPM will be the next area that Trump will have to clean up because Amanda Scales has no clue what she is doing.

The documents that the Heritage Foundation bros are writing are amateurish and filled with holes. They are not going to stand up to legal challenges.
