I am looking for a good deal on a rifle for deer hunting.
Budget around $1000 and would like to buy any time this year

All the guns from big name companies are more accurate you are. If that price is right for you, you’ll be good to go.

You can get a serviceable setup, gun scope bullets and everything for under your budget. I assume you mean $1,000 for all that?
A ruger american, a trijicon huron, and you'll be good to go.

Savage 110
I think the tikka is the best platform to upgrade on later but grab whichever one you like the look of and get after it, can’t go wrong in that group.

One of my favorite guns I own is a Remington Model Seven in 7mm-08. It’s probably 20+ years old now and I have no idea if they are even still made. It’s a shortened 700 action and they lightened the rifle to about 6lbs or less. Easy to lug around and super fast handling. One of the most accurate guns in my arsenal. If you can find a used one that’s been well taken care of I’d probably take it over a newly manufactured rifle.

Not a 7mm08 but just bought a .308 lite for $575 around Christmas. Haven't made a hunt with it yet but out about 50 rounds through it at the range. Really liking it.

They haven’t been made in quite awhile, and weren’t made well for some time before that, but I have that same gun in 7/08 stainless synthetic made in the 90s and it’s just about the perfect southern deer rifle.

I have the same exact gun. Dozens of deer and hogs plus a black bear with it. Such a sweet shooting rifle. My teenage daughter sort of adopted it recently after I let her borrow it when invited on a whitetail hunt with her friends. Literally, I read her the riot act about taking care of it and reminded her “it’s mine; you are just borrowing it”. LOL.
That little Model Seven rifle was sheer perfection for anything east of the Mississippi River.

Tikka T3 is the best option below $1000 and even below $2500 in my opinion. They are an extremely good value.

I believe, from what I remember reading, is the only difference between the super lite and the lite is the fluted barrels. Is that correct?

Have one from Howa. Why Vanguard pretty much the same rifle. It's been one of my favorites. Spend the rest on the optic.

I just saw on a shot show clip that all the tikkas will be threaded now. Chances are they will offer some rebates or sales to be had on non threaded once the new stock comes out.
I have a t3 in 308 and it has shot every bullet I have put in it sub 1in .

I have a weatherby in 7mm rem mag.
Hornady precision ammo and an arken sh4 gen2 puts at an moa with 5 rounds at 500.
2 seasons in and it's hit everything I've shot at out to pigs and javelin at 500 yds

I agree w/ every option that's been mentioned thus far. The main thing I'll add is to go somewhere and handle the contenders and see which one(s) handle best to you. For example, the aforementioned Ruger is a fine gun, but I wouldn't buy one for me because the stock feels weirdly thin at the grip behind the action.There are a few other characteristics you need to decide on, to name a few:
what type of trigger do you like (single stage or two stage)?
do you want the trigger to be adjustable?
what type of safety do you like (two stage or three stage)and where on the action do you want it located?
do you want the muzzle to be threaded?
how heavy/thick do you want the barrel to be?
how long do you want the barrel to be?
Other good bolt actions to add to your list would include Winchester, Browning, Mossberg and Weatherby Vanguard (made by Howa).
ETA: Once you buy the rile, buy sufficient ammo for next year.....NOW.
