So when somebody in the house gives a speech..there is nobody sitting in seats listening

CSPAN started to show the empty chambers because of B1 Bob Dornan. He was awesome. He would go on these glorious rants like he was a ranter watching Les Miles' offense. People thought he was dressing down the entire Congress. They didn't realize that it was after the close of the regular business day and he was railing to vacant seats.

A few years back my wife and I took a tour of the Capitol and got tickets to the House Gallery. We were watching Steve Scalise and Steny Hoyer arguing with each other with no one else in the House Chamber seating.

What do you expect? Would you sit there and listen all day while Dems are on the floor speaking? When in DC, Members of Congress have busy schedules with the committee work, stakeholder meetings, and yes, fundraising. They don’t have time to sit and listen to BS on the floor all day.
They go to the floor, get their 60 second sound bite in for social media, and they bounce.

This is how they speak to their constituents and get their positions 'on the record'

B1 was awesome. Just go off all the time. That was back when Orange County, CA was a Republican bastion. Dornan, Dana Rohrbacher and Duke Cunningham in San Diego.
I would be willing to bet if Dornan had been a liberal Democrat their policy of showing an empty chamber would not have been changed.
