That takes more than an executive order. That takes a constitutional amendment. While I'm sure you can get the requisite amount of states to sign off on it in a referendum, I doubt seriously it would get the two-thirds necessary in Congress to become part of the Constitution.

What will replace the revenue? The money has to come from somewhere.

Can we make up all the revenue with tariffs?

Not really. It just takes Congress passing a bill, which isn't going to happen.

While a constitutional amendment would abolish the federal government's ability to tax income, congress could now through reconciliation and simple majority apply a 0% income tax rate.

What does it take to set the federal rate to 0%? Seeing as how they monkey with the rates continuously, this seems pretty doable.

Sort of. I mean, yes, you are correct, but the bigger issue is that any bill a Congress passes, a future Congress can counter it. That's why, for it to really stick, it would need to be a repeal of the 16th Amendment.

The 16th amendment did not mandate the income tax, it established the option to implement one.

Won't happen. 38 state legislatures aren't going to agree to that. There are too many state governments sucking on the Federal tit for it to pass.
