Yes, China is trying to make their own OS because most companies in China run on windows, 80-85% of their computers are windows based. That includes their infra, I would also assume an extremely high number are connected to the internet.

There is an active global marketplace where hackers sell zero-day vulnerabilities for software titles that are widely used. Some hackers have rules about who they’ll offer the hacks to but others only care about money. Multiple 3 letter agencies in the U.S. government are active buyers and jealously hide their purchases, until needed. Foreign governments are doing the same thing.
Our government is aware of critical vulnerabilities that could be used to disable our utilities, hospitals, etc but they won’t tell the software companies because they’d rather have the ability to take down those same utilities in other countries via hacking than to tell the software vendor so the vulnerability can be patched. A patch would help our enemies who use the software, too.
