The things you do define you as a person.
That doesn't mean people can't change. They can rarely change.
In fact ignore what people say. Just watch what they do. It's a much better indicator.

What defines a person not who they start out as, but who they end up as...You are here to learn and grow and to realize that you are one with everyone and everything...What you do to your brothers and sisters you do to yourself.....Live with that top of mind and you will know all that you need to know.

It's a combination. People can say beautiful things that stand the test of time but can be flawed/horrible people. People can say abhorrent things, but commit acts of kindness/selflessness/courage. Some people say wonderful things and do wonderful things. Some say horrible things and do horrible things.
But who is to say, since it's subjective & dependent on the world-view of the audience passing judgment.

OK, let’s get a little more specific. If a person says, I abhor terrorists and terrorism. They also say they are disgusted by the results of terroristic acts. Then they go on to say they do not support a society, taking measures to protect its citizens from the results of terroristic acts. they also say that they do not support punishing terrorists for their acts of terrorism.
What should we surmise about this person with respect to their stance on terrorism?

Again, the surmisation is dependent on the world-view of the audience. One logical group might agree with the statements but find the actions (or lack of, in this case) unacceptable & deserves condemnation. Another emotionally-led group might agree with the words and also emotionally agree that individual human rights of the terrorist supercede any death penalty punishment.
Are Thomas Jefferson's words that "All men are created equal" any less flawless & enduring because he owned slaves? Many say no, while others want to tear down his statue & erase him from history.

There's a lot of answers that popped into my head. Thinking them through, I can't argue for them though.
I think it comes down to the way a person lives their life. People can say all kinds of things. Some they very genuinely believe, others as an emotional or situational reaction. And may regret saying later.
The same with some of our choices we make. Or actions that we take.
The motives behind what they do also plays an important part.

This, and the idea that "words are cheap", as another poster added, are idioms that point to the gap between the implied ideals of someone's words and their actual will, ability, or intent to carry out the stated ideal.
I like what LSUFreek said about it being a combination of words AND actions. It truly is both and when your words and actions are aligned, you achieve a high level of coherence as a person and will be known as a man of integrity.
Failure to live up to your word in some communities and being labeled a liar, a cheat, or a coward is a a grievous sin that can have a significant impact on relationships to other members of the community-- especially small communities that value personal honor and engage in handshake deals (vs legal contracts).
"My word is my bond" is the ideal of honor.
