Does anyone know what this is (Tito's Vodka promo thing)

Some sort of worthless distributor swag it seems. It's made of rubber and tapers at the top like a megaphone. It's not of a size to fit around anything that I can tell

Thanks yeah that's it, must be to not get your hands cold when shaking. He's got all that other stuff in the set pictured above. The place he works at can't sell Tito's anymore so he ended up with the mats etc and 3 of those shaker covers.
