Go in your wife’s exhaust pipe

Can you pull that section of pipe off or is the muffler welded to it?

Jack it up and see it comes out

Have you tried to start the car?

Is it metal or plastic?
Try a magnet tool. If that won't work then go to an exhaust shop.

Park your car on an incline and see if gravity helps it fall out.

Eat the expense and call a mobile mechanic.

How far up there? Find something that can go beyond the stoppage, open up, and pull it out.

Google: Flexible Parts Gripper Tool.

Paracord, use the coat hanger to bring the cord past the toy and to catch it on the other side of the toy. Pull.

Update: starting the car and revving it worked. Thanks for the suggestions
