Who is putting these cameras everywhere?

I live in a nowhere town in nowhere Louisiana, and there are at least two of these multi-camera installations at intersections in town.
I just passed one at a rural highway intersection.
Who is responsible for this? Where are the pictures going and what are they used for?
That’s the best picture I could find, but it undersells how many cameras these things have.

It’s probably just stop detectors. They detect vehicles that stop at red lights to guide the signal timing.

I don’t think so, especially since I just passed one in the country with no stop lights within 5 miles.

Just a guess but I think they are Flock LPR (License Plate Reader) cameras. They are reading license plate for the police.

More than likely being used to just have surveillance on the roads. For crime chases or accidents or things of the like

They are for detecting cars at lights mostly since they no longer use the loops under the road. Be thankful they are there so lights dont turn green for invisible cars at lights
