1. #10 will be taken care of by doing #2a. Your #2a needs to be priority #1. Governmental change. Capitalize on the momentum of the America First movement. (Lump in #7 here.)

2. You missed "investigate voter fraud in ALL states, not just swing states". That would be #2 for me. Pressure states to legislate appropriately to rectify issues discovered.

3. Assassination attempt truth and elimination of (or repercussions for) any identified conspirators.

4. Implement tarrifs and tax breaks. Get the trade world back in order and start making money fast. Shock the system then watch it gorw exponentially... Just like a forest fire, brings new and vibrant life.

6. Deportation and border reform.

7. Negotiate an end to Ukraine/Russia tomfoolery.

8. Israel/Palestine... pick a side or GTFO. Stop funding both sides. Also, bitch-slap Iran in the process. (Non-war methods, of course.)

9. Jan. 6th pardons and releases. Enable these folks and their families to sue the federal government for pain, suffering, and damages incurred during unjust imprisonment.

10. Expose COVID truth. Nationally release any files, documents, or emails that expose who was involved, the money they received, and if uncovered, their motives to murder millions. This will build America First momentum while building trust that the Trump admin is honest and earnest about eliminating corruption and nefariousness.

11. Encourage states to sort their own shite out when it comes to trans bans in sports, etc. This is NOT a federal issue.

ETA: Saw another poster say "Reinstate Smith-Mundt"... This absolutely MUST be done, but I am unsure the deep-state is dismantled enough to be able to re-enact that legislation. May need some more votes in Congress for that.
