She is completely wasted.
As for him, he was definitely rough, but I can't tell if that's from being angry or being drunk + energized from adrenaline. Based on the other fan's non-reactions to him, I'd guess the latter, but it's a pretty short clip and it's hard to tell.
Either way, someone should make that into a GIF so we can use it on tRant.
