NEW ORLEANS (WVUE) - The federal probe into Mayor LaToya Cantrell, which has already resulted in the indictment of her former bodyguard Jeffrey Vappie, continues to unfold.
Former New Orleans inspector Randy Farrell was indicted in federal court Friday (Sept. 27). The indictment against Farrell ties his alleged fraudulent activities to high-ranking city officials, including Mayor Cantrell.
Farrell was charged with one count of conspiracy to commit wire fraud, 19 counts of wire fraud, one count of conspiracy to commit honest services fraud, and three counts of honest services fraud.

This is how they operate. They slowly close in, indict all those around her and then they will come to her with a plea deal that she can't refuse.

Probably the type of tactics the feds like to use for RICO or high level drug cases.
Make a case against lower level players, then round those people up and indict them with crimes that could put them away for decades. Then come to them offering a plea deal for a lighter sentence in exchange for becoming a prosecution's witness and flipping on someone higher up who's the real target of the investigation.
Basically to make sure your case is bullet proof before you try to take down the big fish.
