Why didn’t Trump completely close down the border on Day 1 until the day he left office? I waited for 4 years and it didn’t happen. What’s he going to do different this time?

For political reasons and appearances, Biden has tightened border controls to the point where crossing attempts have been vastly reduced. To eliminate taxation of gratuities as “income” will require legislation by Congress to amend the Internal Revenue Code.
