Looking at that graph, I'm sure that what Joe Biden sees is that there are 9 points in the timeline in the last 1/3rd of that graph where Biden is tied with Trump. He probably thinks, "Timing is everything" and that it's a matter of being at the right place in the polls when the voters actually vote.
To that end, what would he do to change that (assuming Dems don't get him to quit) so that his popularity rises?
He can't. I don't believe that he can close this gap. Statistically, based on that graph, he can. But I don't know how.

They will usually get a convention bounce but in this case the DNC convention might be such a shite show that it creates a negative bounce.
