I don't agree with this at all.
- Trump could have had his people rien in some of the bullshite being cranked out by the CDC. After all, it was a Trump appointee that ran that organization who reported to another Trump appointee, and then DT was sitting at the top of the org chart.
- Trump could have fought the Left/establishment over many aspects of Covid response ... from the ridiculous level of spending (which he clearly championed) to the things Covid dollars were spent on like a hundred billion for shoring up blue state pensions and the hundreds of millions he signed off on to go to mail-in voting/ballot harvesting efforts.

Hitting the high points: As the pandemic first manifested in China, Trump met with CDC officials (while he was being impeached ). The CDC laid out a very reasonable, scientifically sound plan. Basically, as with any communicable disease, they would test, quarantine, establish contacts. Then test, quarantine, rinse and repeat. Very reasonable, standard fare. Infectious disease 101. The devil was in the specifics ... e.g., identifying incoming probabilities.
The premise was regional outbreaks might occur, but even then, they'd be limited in scope given aggressive reliable testing and widespread test availability (which was set to be the best on the planet, by far). This was a slow pitch down the center of the plate for the CDC.
As you probably remember, to maximize resource utility and test standards, the CDC took control of all test components, substrates, manufacture, and distribution. As you probably also remember, the CDC incognizably contaminated every kit in the US.
So in suddenly in a matter of days, when we should have been looking at a few hundred cases, we were facing a few hundred thousand. Hospitals were (legitimately) overwhelmed with variants rendering the highest CFRs we'd ever see with SARS-CoV-2 in the US.
At that point, we had to shutdown the overwhelmed areas. The problem was, we had no idea, d/t the testing situation, which areas were about to blow up. Advise to Trump was to shut everything down.
He went that direction. It gave him a moment as POTUS, to assess WTF was going on. During the first two weeks, NYC in particular did not cool down as expected. So he agreed to one more pause. After that Trump called for reopening.
There were still setbacks though. Idiot Kemp said he wanted GA to open. However, in one of the dumbest statements issued during the pandemic, Kemp stated CV19 couldn't be transmitted unless the diseased individual was febrile (runnin' a real bad fev'r an' stuff) and showing symptoms. That stupidity from a supposed ally was a blind uppercut.
It set Trump back further. Happy to discuss in much greater detail re: questions..

I take it we're talking late Dec '19 and Jan of 2020 when there's only a ton of questions being asked and some planning going on.

We know based on contemporary and retrospective extrapolations (not BS ones, actual real work). Not perfect, but by employing comparable methodology to later variant estimates, along with knowledge of natural evolutionary pressures, we know with confidence that CFR declined along with virulence in successive strains/variants of SARS-CoV-2. Meanwhile, transmissibility successively increased.

It's the same thing with, "global warming" and now "climate change." All of the bolt-on policies that come with the climate agenda talking points are government misinformation.
Same with the war in Ukraine, Afghanistan withdrawal, 9/11, etc. The government has a narrative and there's the truth. Rarely do these things match.

Once government mediated economic shutdown was necessitated d/t the CDC catastrophe, the expectation was government would bear costs.
Shutting down, then telling the public they were on their own in an election year was not a viable option.

We knew it would cause massive inflation at the time. Trump did not benefit from Covid whatsoever and it cost him.
It was a very poor political move and administratively, it was a joke.

The smart thing to do would have been quarantining at risk people, not bailing out the entire country.
I'm at risk, I would understand it.
