The intel agencies don't answer to anyone. The best you can get is a Durham report that documents some of the abuses. When Congress tries to provide oversight, the DOJ spies on Congress (LINK /) or the intel agency crushes the whistleblowers. I sometimes laugh at the Sundance/CTH posts from cajunangelle and GumboPot, but that writer has done a good job at showing how there are a bunch of failsafes that prevent any oversight of the intel community under the guise of national security.
